Hi.  With the patch I've just committed, the cost of compiling with RACCT
and RCTL is just a subroutine call and an unlocked variable check, in a few
places.  I'd like to add "options RACCT", "options RCTL", and "options
RACCT_DISABLED", to GENERIC on amd64, and MFC it before 10.2.  What do you
think?  Thanks!
