Heya I have to install php3

(to fullfuill my obession with web development and so I can confidently
tell my boss I can accompish the above)

But when I try to configure php3 to work with Apache is telling me I need a
ANSI C Compiler.

Oh and I want to upgrade to the latest version of Freebsd

(again to fullfill my obession with computers and so I can confidently tell
my boss I can accomplish amazing things on computers)

Question:-

Where Can I obtain the ANSI C Compiler?

Is there a pkg that will allow me to upgrade freebsd 227 to the latest
stable version of Freebsd?

Thank you for your assistance :)
