Bug, and at first glance I think your analysis is correct about the
cause.

You can work around this problem by using portmaster since it will go
through all the config screens for all the ports in its first pass
before it starts building things (and download distfiles in the bg
while it does so). This also takes dependencies into account since it
does a depth-first traversal of the tree.

If you're doing an install from scratch you might also want to blow
away the contents of /var/db/ports/*, or if you're using portmaster
you could use the --force-config option to re-run config even if there
is a stored options file for that port.
