To take this idea one step further, I suggest we add the following 
comment to the Makefile:

To add a new chapter to the Handbook:

- Update this Makefile, chapters.ent and book.sgml
- Add a descriptive entry for the new chapter in preface/preface.sgml
-----------------------------------------------------------------------------------------------------------------
