Are you sure you want to be using telnet?  I know that you are not
worried about security but it is probably not a good habit to get
into.  You can just as easily set up ssh and use that and it can do
everything telnet can do.

My feeling is that telnet has probably disabled root always, no matter
what. That is how I would do it anyway.
