(Forgive me if the last make targets aren't correct because I don't
have a machine to test with, but the rest of the steps should be
proper).

Try the following...

rm -R /var/obj; cd /usr/src && make cleandir clean && cd
usr.sbin/cvsup && make depend all

... to clean out your object directories, start fresh, and compile
cvsup from scratch.
