The vmm_load="YES" line was already present.
The full contents of the file are:

radeonkmsfw_CAICOS_me_load="YES"
radeonkmsfw_BTC_rlc_load="YES"
radeonkmsfw_CAICOS_mc_load="YES"
radeonkms_load="YES"

vmm_load="YES"
nmdm_load="YES"
if_bridge_load="YES"
if_tap_load="YES"

pptdevs="1/0/0 0/20/0 0/26/0"
