Yes.  He could telnet into it and make any changes he was 
authorized to make.  Windows has a telnet client, awful as
it may be.

With the "df" command, which could also be run from telnet

If it really is all text, there wouldn't be any difference.

A big if - it would all depend on what I wanted to do. If I wanted
to destroy it, and if I could get logged on as root, all
I would have to do is "rm -rf /".  (DON'T try this unless you
mean it!)  If you can't log on as root, there is far less
damage you can do without lots of expertise.

I am no expert, but I think they are the same as data CDs -
about 650,000,000 bytes/octets.
