Bizarre.  I copied the hpif directly out of the handbook and it worked.  
Permissions are:

 -rwxr-xr-x  1 root  bin  697 Dec 11 13:27 hpif

If you do figure out why the shell script didn't work, let us know.  It 
might be worthwhile adding a note to the handbook if it is something that 
might catch other people as well.
