Subject:   BOOT_HD_BIAS broken in RELENG_2_2 ?

Attempts to compile in /sys/i386/boot/biosboot with BOOT_HD_BIAS
set to either 1 or 2  fall over with `boot2 is too big'.
Compiles fine without that option.  I've gotten the same results
on three different 2.2-STABLE boxes one cvsup'ed last night, one
a few days ago, and one a few weeks ago.  2.2.1-RELEASE compiles
it cleanly.
