It may be that PPP is looking at the wrong serial port.  At the ppp>
prompt, do 'show modem' and look at the Device: line.  /dev/cuaa0 is COM1,
/dev/cuaa1 is COM2.  If it's wrong, do 'set device /dev/cuaa?' where ? is
the proper port.

Note that the boot floppy doesn't support anything above COM2 due to
hardware conflicts.
