I used to have this problem with the de0 interface.  I posted about it
here and I never recieved a single response.  Something was indeed broken!
However, I finally found that if I removed "auto" from the list of
interfaces in rc.conf - everything worked as it was supposed to.

I hope this solves you problem.  As an FYI - the same problem existed in
CURRENT.  I have not tried it since on a newer build.
