From BUGS section of dumpon(1):

     Dumpon currently allows only devices with minor number 1 to be used as
     dump devices.

 % ls -l /dev/*wd0b
crw-r-----  1 root  operator    3,   1 30 Mar  1999 /dev/rwd0b
brw-r-----  1 root  operator    0,   1 30 Mar  1999 /dev/wd0b
 % ls -l /dev/*wd0s1b
crw-r-----  1 root  wheel    3, 0x00020001  2 Wrz 11:36 /dev/rwd0s1b
brw-r-----  1 root  wheel    0, 0x00020001  2 Wrz 11:36 /dev/wd0s1b

Shouldn't be /dev/wd0b used as a dump device?

Also, try using serial console to catch panic messages.
