Hi,

traceroute needs to be suid root so that it can use raw sockets.

  ck@mail.toplink.net: {8} ls -l /usr/sbin/trace*
  -r-sr-xr-x  1 root  bin  16384 Oct 21  1997 /usr/sbin/traceroute*
  ck@mail.toplink.net: {9} 

propaly following will fix it

  chown root:bin /usr/sbin/traceroute
  chmod 4555 /usr/sbin/traceroute

could be somebody has down a chown -R over /usr or something similar
