I am having a heck of time finding a complete Changes Log for Linux.

But I am finding some postings about this Linux jiffie wraparound
problem on the linux-kernel list.

It appears that some jiffie wraparound patches were available in Oct, 1999
and some patches were being discussed in May, 2000. I really have no clue
if it is fixed even today.
