This is completely backwards.

RELENG_4 continues to be the 4.x-STABLE branch.
RELENG_4_5 is the 4.5-RELEASE branch that will eventually hold
    RELENG_4_5_0_RELEASE, as well as various patchlevels for security
    fixes.

That said, clear documentation of this in UPDATING might be useful.
