what is the rule about tex/latex2e vs. teTeX ?

awk -F\| '$8~/.../{print $1}' INDEX | wc

        tex-    12
build   latex2  5
        teTeX   13

awk -F\| '$9~/.../{print $1}' INDEX | wc

        tex-    28
run     latex2  7
        teTeX   24

so, some ports need tex/latex2e while some others need teTeX.
maybe a choice has to be done between both, no ?
