you can but you will need to do some natting otherwise the return traffic
will go direct to host a from c and not via your box host b

or you could use nc via inetd

eg

some_service             stream  tcp     nowait  root
/usr/local/bin/nc      nc -n -w 3  hostC port_on_hostc
