It is available. I'm running it on my laptop now.
I've these in my config.

grep apm /etc/rc.conf
apm_enable="YES"
apmd_enable="YES"

And I know you can't use acpi and apm together, so make sure you are not  
using acpi. If you are using acpi, you should prefer that above apm.
