When I followed the instructions on this page, I got a fatal error.
I then tried creating an empty ~/.cvspass file, which seems to work:

% setenv CVSROOT :pserver:anoncvs@anoncvs.FreeBSD.org:/home/ncvs
% cvs login
Logging in to :pserver:anoncvs@anoncvs.freebsd.org:2401/home/ncvs
CVS password:
cvs login: failed to open /home/rdm/.cvspass for reading:
   No such file or directory
cvs [login aborted]: fatal error: exiting
% touch ~/.cvspass
% cvs login
Logging in to :pserver:anoncvs@anoncvs.freebsd.org:2401/home/ncvs
CVS password:
%

Unless I'm confused, the explanation heeds some help...
