Not quite so. Extraction of archives is mostly done using tar. If
there was an option for tar, like --no-preserve-owner in GNU tar, the
task of having one owner for extracted files would be feasible. The
method for files' extraction is defined in bsd.port.mk, and can be
changed for the whole distribution when tar acquires such
fuctionality.
