Thanks to everybody replied! 

netstat -m  cleared it up.

It looks like the formula for calculating NMBCVLUSTERS from MAXUSERS
just didn't work for me for some strange extreme situation
(It happened for the first time after ~2.5 years of server running)

So, I just set in opt_param.h the line:
#define NMBCLUSTERS 8192
