<excuse me if this answer has been given, I miss the start of this discussion>

I had a similar problem with sendmail when I upgraded, the solution is 
to create a file /etc/service.switch that has the line:

hosts	files


Don't ask me where this is documented, I don't think it is. I got the 
answer straight from Eric Allman.
