To save everybody a lot of bother.. I have discovered that there are now two copies of xfce on my machine, one in /usr/local/bin and one in /usr/X11R6/bin. The one in /usr/local/bin gets read first and produces the error message. If I quote the full path to the other one, I get the xfce toolbar. Clearly the FreeBSD package puts the binaries in one place and the xfce upgrade package puts them in another.
