I've fixed UPDATING in -stable. Applicants interested in maintaining this file should contact jkh@freebsd.org since he's in charge of the RELENG_3 tree. The updating file says exactly this now. I plan to remove this file completely from 3.x on Feb 15, 2000 if no one is in place to update this file.
