If this were a reaction to the lack of a ``heads up'' message, then
yes, it would be inappropriate.  I see this as an effort to look
further than the current (and now largely resolved) problems and to
say ``what do we do to ensure that things happen in a planned,
coordinated manner''.  This also means that there isn't any particular
haste in the matter.
