Leaving anything to be 'officially' done by a mailing list is silly.
Anyone could create votes as quickly as they could fire off spoofed
mail.

If you want votes to be larger then the Core body itself, the committers
is the next logical step down.

Finally, I don't think core members should be removed by anyone but
other core members, as far as your argument goes.
