you can get the alpha install disks from:

ftp://ftp.freebsd.org/pub/FreeBSD/releases/snapshots/alpha/4.0-19990206-SNAP
/floppies/

you will need to make a boot.flp and a mfsroot.flp

also when you install you will need to install from a FTP site via  the URL
option or else you will install the i386 version and it will not work

the URL to put in to install from is 

ftp://ftp.freebsd.org/pub/FreeBSD/releases/snapshots/alpha
