Hi,

  Someone with a buggy browser that doesn't care that RFC2616 says
that subtypes of text are always ISO-8859-1 if there's no explicit
charset= header is bugging me that he can't view my people.freebsd.org
pages.  Can we either:

a) AllowOverride FileInfo in pubic_html directories
so that I can placate him with an .htaccess, or

b) add AddCharset ISO-8859-1 .html to the httpd.conf
to always add an explicit charset?
