As a data point: I'm running 2.0.5-RELEASE on a 486SX25 with two serial 
ports containing real 16550As. Both ports are locked at 57600 and users 
happily dialin and use one line interactively (on a 14k4 modem) while the 
other line on the 28k8 modem gets 3400cps receiving approx. 80MB of 
compressed news per day via Taylor UUCP. No silo overflows.

I think the previous message relating to custom single-chip emulation of a 
16550A may explain your problems.
