Yes, but remember that North Americans like to think that apathy is the 
way to go.  .za and .au and many other .uk colonies recognise that 
making people vote makes them at least take an interest in what's going 
on.

... and that's why failure to particpate in -core (or -management-body) 
business should disqualify you from the body.
