No.  One problem here is that parts of -core are moribund.  The 
expectation is that -core is performing some sort of management or 
steering function, but that's not happening.

Either core gets "fixed" so that it starts working, or we take those 
functions away, leave -core as a political body (nice watch), and give 
them to a body which is constructed such as to ensure it remains active.
