It's an IETF draft, written by Ryan Troll from Carnegie Mellon.

http://search.ietf.org/internet-drafts/draft-ietf-dhc-ipv4-autoconfig-03.txt

Well, not really. The draft specifies that the DHCP client MUST [sic]
try to lease an address a number of times. If it gets a DHCPNAK, it's not
allowed to autoconfigure. The client also must continue to check for a
DHCP server every so often. If it gets a DHCPAC "DoNOTAutoConfigure"
response at some point, it must drop all existing connections, lose the
autoconfigured address, and start looking for a DHCP server again. If it
gets a DHCPOFFER, it leases a real address on the network.

AFAICT, the Microsoft implementation does this, surprisingly enough.
Check out the draft, though.

Cheers,
Mick
