Are you sure?

marck@woozle:~> sysctl -a | grep nsf
marck@woozle:~>

And, I have for a while in my loader.conf

kern.ipc.nmbclusters="16384"
kern.ipc.nmbufs="32768"

(I found that 1x2 ratio in my situation fits more than standard 1x4)

Nope, it can be tuned, but is tuneable at boot time only too:

kern.hz="250"
