There are ports elsewhere in the tree that have dependencies upon
japanese/*.  I personally consider this counterintuitive, however,
the fix would involve numerous repocopies and a great deal of work.

So, yes, japanese is not an optional category.  If you leave it out,
your INDEX builds will break.
