Trying to move system configuration files out of /etc is not
a good idea.  Especially into /var.  Next thing you know,
someone will want to put fstab in /var...  /var is intended
for files which change frequently, like log files (thus there
is a /var/adm).  It is not for configuration (which shouldn't
change particularly frequently).  Moving configuration files
out of /etc will also break far to many books, manuals and
administration guides for UNIX (and UNIX-like systems).  It
is not worth making FreeBSD less accessible to newbies.

/etc/sysconfig seems right on target so far.  But, there will
always be a need for rc.local...
