No, because some files (eg. latex.fmt) are created by tex: basicly you
launch tex, which loads it owns tex.fmt file, loads the latex macros
and then writes the merged latex.fmt file. Tex amd mltex have
different tex.fmt files and tex may be unable to read the .fmt files
generated by mltex.  To be safe:
  'pkg_add tex && cvs co latex209 && cd latex209 &&  make package'
