Something appears wrong, but it may just be the cvs interface.  The 
above Makefile for me looks like this:

[root@set:/usr/ports/lang/ruby-usersguide] # more Makefile

That's after doing:
fetch -b http://www.FreeBSD.org/cgi/cvsweb.cgi/ports/lang/ruby-
usersguide/Makefile?rev=HEAD

But if I do:

fetch -b http://www.FreeBSD.org/cgi/cvsweb.cgi/ports/lang/ruby-
usersguide/Makefile?rev=1.3

It appears OK.  Similar problems exist with the DESCR.  And with 
lang/ruby-usersguide.  The problem exists if the fetch is done from 
another location, so I've ruled out a problem with my ISP's proxy.

any clues?
