The problem was reproduced in several machines running 4.4RC, but
I suspect it was present even before that (4.3-CURRENT?)

Setting HTTP_PROXY or FTP_PROXY in /etc/make.conf has no effect 
on make fetch or other actions which require fetching. Aparently in
the makefiles there aren't the required instructions to translate 
makefile variables into the enviroment variables required by fetch(3) and
fetch(1).

>How-To-Repeat:

Set HTTP_PROXY on /etc/make.conf, remembering to unset http_proxy and
HTTP_PROXY shell enviroment variables (if set) because they have
precedence. If you then try to make any port that lacks the distfiles,
the fetch command issued will not use the HTTP_PROXY you defined in 
/etc/make.conf

You must set HTTP_PROXY as an environment variable before you try to
make the ports.
