The FAQ is wrong.

'toor' is in the earliest CSRG master.passwd in Kirk McKusick's SCCS
archive (5.1 bostic 25-Jan-88).  Its original form was:
    root::0:10:Charlie &:/:/bin/csh
    toor::0:10:Bourne-again Superuser:/:
