This sounds like the problem you get when you download the boot floppy 
in text mode.  Make sure that you download everything in binary mode.  
Also, check the size of boot.flp on ftp.freebsd.org before you download
it and then the size of boot.flp on your own computer after you 
download it.  (Obviously, they should be the same).
