It has completion, it's just not as convenient as it could be...

As to ! history, 1) Why do you want this foul abomination?  and 2) Look
at ksh's "fc" cmd and it's "r" alias.  Quite handy, although probably not
as powerful as csh's history.  Of course you've got interactive history,
so it doesn't need to be.
