(Somebody has already mentioned this, but just to make it clear) 
Use 'ipconfig /all' in a dos window for NT / W2k.

Win9x (and NT / W2k) has arp, netstat, ping, telnet, ftp, tracert 
(traceroute), nbtstat (netbios related) and route. All these are dos 
commands.

As already mentioned, instead of ifconfig, use 'winipcfg' (it's a 
windows program) for Win9x, and 'ipconfig /all' (dos command) for 
NT / W2k.
