It actually took

Reply-Message = "cisco> "

but it worked! Thank you! I spent 6 hours on hold with USR while they
talked about their version of radius and menuing, etc... I was getting
really frustrated and my coworkers had started to avoid me (and I'm
spending a Friday night screwing with the USR toy instead of having
a life). THANK YOU!
