If you look inside those files, you will see that the handbook isn't
in the tarball.  Really:

 $ ls
 CHECKSUM.MD5    doc.ac          doc.af          doc.mtree
 doc.aa          doc.ad          doc.ag          install.sh
 doc.ab          doc.ae          doc.inf
 $ cat doc.??|tar -tzf -|grep -i handbook
 $

   It is.  Fire up /stand/sysinstall and choose Configure, Distributions,
   doc, and they docs will be installed into /usr/share/doc.

I *know* how to install distributions.  I said that the handbook
wasn't *in* the distribution.  As I said in my original message, I
thought that the handbook was *supposed* to be in there, and I was
*surprised* that it wasn't.

Thanks for trying to respond, but you really haven't addressed the
issue I was worried about.
