 no, its the other way around..

YOU are saying:
But some people inthe past LIKED driving with no seat belts..
they HAVE to be optional!
I'm saying, "Seat belts are to be mandatory" but if you didn't like them
I suggest the following methods to achieve the same feel.
Then YOU are saying But I am used to not having to DO THEM UP!
and I'm saying.. "Get used to it"
