Well, if you read Luigi's lastest postings you'll know the answer, since it
appears that
his goal is to have something almost as good as what we already do (although
it would only control transmit). Note that we also rejected the "leaky
bucket" because it
fundamentally doesnt work well for what most people seem to want.
