It isn't and this is on purpose. In order to not make the job of www
mirror maintainers harder than is absolutely necessary, any solution
that is bound to a specific server software or setup is consciously
avoided. This applies to redirects as well as eg active content on the
site which is also kept at an absolute minimum. As far as possible, the
site should even be usable without a server from you local disk to
facilitate development.

It would be possible to do this, but imho not in a server-independent
static way.

Not much, but you can read abou similar discussions in the archives of
this mailing list. (freebsd-doc). Use keyword: "redirect" that should
catch most of them.
