The approach I think that could be taken for the manpages is not
necessarily to treat DocBook as a translation but as the _source_
for all the other translations, including the *roff that could
still be used (for efficiency's and compatibility's sake) on the
actual system.  I would require quite a bit of initial investment
but would really pay off when our handbook would come attached to
and be able to cross-reference within itself to all of our standard
manpages.
