Because tcsh isn't part of the base system, and IMHO it should not be
since it's 3rd party developed software, it's bigger/badder/un-necessary
for most people, and tcsh is easy to install.

I'm an anti-bloatist by nature. :)

ps. I use tcsh as my personal shell, so don't be thinking I don't like
tcsh. :)
